Apply for the right to live in Cyprus through a qualifying residential investment. Available to eligible third-country applicants and their families.

The property

Purchase a house or apartment sold for the first time by a developer. Up to two qualifying properties may meet the threshold together.

Funds and payment

Pay at least €300,000, excluding VAT, before applying, with evidence of lawful overseas funds and payment.

What else belongs in the budget?

Tax and transaction costs

VAT and applicable transaction costs depend on the property and its use. A reduced rate for a principal residence requires separate eligibility.

Application and services

Allow for government fees, translations and certification, health insurance and relevant professional services. We prepare an itemised written budget for your family.

Ongoing ownership

Plan for property management, maintenance and insurance. Returns, resale and buybacks are not guaranteed.

This route grants permanent residence, not citizenship or a passport. The investment amount is one of several eligibility conditions.

Qualifying spousal income may be included. Criminal-record, healthcare and suitable accommodation requirements also apply.

For example: a couple with two minor children requires €85,000 in annual income.

What about adult children and parents?

Unmarried, financially dependent children aged 18–25 who are in higher education outside Cyprus may apply separately under the relevant conditions, requiring an additional €10,000 in annual income each. Children studying in Cyprus follow different arrangements. Parents and parents-in-law are excluded from the standard family provisions. Financially independent adult children require a separate assessment of investment and their own income.

How are income and funds documented?

We help organise tax declarations or acceptable accountant certifications, bank records and property payment evidence. Income for the residential route must come from abroad. Payments from a spouse’s or company’s account require a separate review of account ownership, shareholding and inclusion in the application.

Maintain the investment

Retain a qualifying investment and appropriate health coverage, and provide the required evidence. Review replacement arrangements before a sale.

Plan entry and residence

Applicants living abroad must establish residence as required within one year of approval. Avoid an absence of two consecutive years.

Keep records current

Adult residence cards normally require renewal every ten years. Review a minor child’s next steps before they turn 18.

View the ongoing requirements

Provide investment evidence annually and, when not covered by GESY, maintain and evidence health insurance annually. The applicant and adult family members must provide criminal-record certificates from their countries of origin and residence every three years. Annual income-evidence submission has been removed; initial income thresholds still apply. Selling without immediately replacing the investment with an eligible one of equal or greater value may lead to cancellation. Two years of absence or acquiring permanent residence abroad can invalidate the permit. Existing overseas permanent residence should be assessed in advance.

Questions worth considering.

Can I work or operate a company in Cyprus?

Property-based residence does not provide a general right to employment. Shareholding, dividends and unpaid directorships are permitted under the applicable conditions. Paid roles and actual work activities require a separate review. We help consider these alongside your business plans.

Does it allow visa-free Schengen travel or residence elsewhere in the EU?

Internal border controls with Cyprus have not yet been lifted. This permit does not automatically grant visa-free Schengen access or residence and work rights in other EU countries. Travel requirements depend on nationality, documents and destination.

Can it lead to citizenship or a change of tax residence?

Citizenship and tax residence require separate assessments. Naturalisation depends on actual lawful residence, language and other legal requirements. Holding a card or making occasional short visits does not satisfy the residence requirement for citizenship.

Can I rent out or sell the property?

Letting must comply with accommodation, property-use and tax rules, and may affect reduced VAT treatment for a principal residence. A sale must also meet the ongoing investment conditions. We help you consider ownership and exit plans before purchase.

What happens when a child reaches adulthood?

A minor dependant’s card is valid until age 18; plan the next application in advance. A permit granted under the adult-student provisions may remain valid beyond age 25, marriage or financial independence under the applicable conditions. A future spouse and children are not automatically covered.
